Swedish companies call on government to join EU Early Movers Alliance

Written by Emma Henriksson | 27-11-2025
A broad coalition of Swedish companies and energy utilities – including Liquid Wind – has jointly urged the Swedish Government to take an active role in developing future fossil-free fuels for aviation and maritime transport.

The initiative follows the European Commission’s new Sustainable Transport Investment Plan (STIP), which highlights the need for more than 20 million tonnes of sustainable fuels to meet the requirements set out in ReFuelEU Aviation and FuelEU Maritime. Sweden is well positioned to contribute thanks to its access to biogenic feedstock, fossil-free electricity and biogenic CO₂.
The letter highlights that:
  • Biofuels can deliver rapid emission reductions
  • eFuels are essential for long-term scalability and supply stability
  • More than 40 eFuel projects are planned across the EU – yet none has reached final investment decision
The European Commission will establish an Early Movers Alliance later this year to work with interested Member States on developing two-sided auctions for synthetic aviation fuels. These auctions aim to secure long-term contracts between producers and buyers, reducing investment risk and accelerating market development.

The signatories call on the Swedish Government to:
  • Use revenues from the EU ETS for aviation and maritime to support the sectors’ transition
  • Join the Early Movers Alliance
  • Support similar market mechanisms for maritime fuels
Signatories:
  • BRA

  • Braathens Renavia
